From NAFC article

[#000000]DEL NORTE COUNTY, CA—The California Department of Fish and Game (DFG) announced the use of natural bait is now allowed on the Smith River, but that barbed hooks continue to be prohibited. [/#000000]
[#000000]Officials say the use of barbed hooks and a season extension for the Smith River from the river mouth to the forks could be adopted by the California Fish and Game Commission (FGC) during its October 21-22 meeting. An earlier adoption in June by the FGC failed to become law because it wasn't given enough time for public notice and comment. [/#000000]
[#000000]If approved by the FGC in October, the earliest that barbed hooks could be used in the Smith River will be in December 2004.[/#000000]
