Title says it all. The biggest bluegill I've seen is one I've caught, which was 7.3 inches. Is that big? What are the qualifications for the state fishing awards? Also, for yellow perch- The biggest I've seen was 10 inches, and the biggest I've caught was 9 inches. Again, is what I caught considered big? Trying to get an idea in order to be able to judge the fish and their patterns better(where the big ones live vs. little, etc.).

i would say that is a good size fish. I think it depends alot on the body of water you are fishing to determine big size or not. I have seen bigger fish but those are big panfishes in anybodys book i believe.

I have fished nearly all of my life, and mostly in Idaho. To me, a big bluegill would be anything over 10", and yellow perch anything over 12". This may differ person to person and state to state depending on the experiences and waters available.
