Northern utah private city hunting units

These city pheasant hunting units are ridiculous!!! They are about as successful as the dnrs walk in access program up here! Pay 20$ to hunt public land? I am fed up with getting yelled at by land owners. If you don't have a fence up or any form of property marker, like a no trespassing sign or orange paint, I'm going to assume your part of the hunting unit, and i'm going to hunt your land! The permitted areas are very poorly marked! Anyone know who gives the city the right to manage who can hunt public state regulated land?

I gave up hunting wild birds in Utah for those very reasons

I thought that the city areas were marked, at least years ago here in benson they were. If it wasnt marked then it was not part of there program. I do think it is actually good for the pheasant population, at least the ones that do survive.
