This is from an email I got from NDOW:
California and Arizona boaters are exempt from the decal requirements only when they are boating in the interstate waters of Lake Mead and Mohave (for AZ registered boats) and Lake Tahoe (for CA registered boats). If an Arizona boater goes up to Tahoe, then they need a decal and if a CA boater comes to Mead, then they need a decal. If these boaters boat in any other water in the state, then they need a decal. We don’t have an interstate water with Utah, so they are not exempt.
