It is my understanding that Idaho stocks the lakers and Utah stocks the trout.
I don't think that many more trout have been stocked than previously. I think it is a natural increase in wild fish.
Many of the Bear Lake streams on the Idaho side have been "repaired" in recent years. It has been a cooperative effort between farmers, community, and entities like trout unlimited and the fish and game department. Thousands of dollars, time, and effort have gone into screening diversions and making fish passage areas around blockages. The streams like Fish Cr and St. Charles are now back to being viable spawning tributaries. Many of the big cutts that were getting entrained in the canals are now making it back to the lake as well as the juvenile fish.
