First off I am going to say that NONE of the hunts I put in for were in this mess. I have no chip on my shoulder for a missed hunt.
The F&G sells early hunting and fishing licences. If you use a 2015 licence in 2014 it is an illegal licence. It is the same thing!! So your saying the F&G can't sell early licences?
It is the responsibility of the hunter to know the laws. The law is on page 108 the last paragraph.
"Effective July 1, 2014 – the minimum age to hunt big game
was lowered from 12 to 10. A 9-year old may buy a license to
apply for a controlled hunt tag, but he or she must be 10 years
old at the time of the hunt.
Since this law does not take effect until July 1, 2014, hunters
who are 10 cannot apply for big game controlled hunts in the
first controlled hunt application periods (April-June), but a
9-year old who will turn 10 during the season can apply in the
second application period in August."
How more clear do they need to make the law??
Those kids had the ability to apply for the second round of hunts. Yes I want to punish an illegal act. If one of the parents held a spotlight for a 10 year old I would want that punished too. Where do you draw the line. What laws should we NOT punish? If a kid shoots a doe in a buck hunt should we let them go? If a kid shoots a bull with a cow tag should we let them go? If the parent tells a kid to shoot a bull in a cow hunt should we let them both go? where does this end?
No I am not kidding you. The parents broke the law on page 108 so they should be held out of the draw for at least 2 years, or some other fitting punishment. It was not the states job to tell the kids that they were too young, it was the parents responsibility to not apply until the second round like it says in the book!!!!
The fact that they can go on a open hunt proves nothing to me that you were right about anything they broke the law.
So tell me this. The south american kids coming across the border, are they illegals that need to be sent home or should we make room for them here in the USA? if you say make room then how many will you bring home to your house?
