No no no, you shouldn't put #2s jn the water ever. That's worse than a # 1 on the ice or off a boat!
Pretty sure most plastics are not edible, or biodegradable.
Fresh vs foul: I'd agree that cats may be drawn to stinky stuff, but given a blind, side by side taste test, I'd put my money on the fresh bite.
Have heard of hanging a roadkill from a tree over the water, then fishing below, where all the maggots have been falling. Not in Utah, but...
