The main reason I fish shallow on ice is to catch predatory fish that are cruising the shoreline structure or weed beds, hunting for bait fish.
Dams are a good place to do this, I've noticed, although it isn't always productive.
I've found that my odds of catching a bigger fish are a little better when I'm shallow on certain lakes like Strawberry or Currant Creek and a few others.
