Bear Lake is going to be kinda tough from shore...but you could defiantly hook a few cuts i would imagine!
Garden City Community Fish Pond had around 5" of ice and I would think would be safe....we installed a well for that pond and there is water running in on the east end, you can't miss it..use caution around there as it leaves a small section of open water as it flows in. There should be a few thousand Rainbows and some nice cuts left in there...
Randolph Reservoir has been fishing well I am told and Montpelier Reservoir has been very hot for smaller perch action. Laketown Reservoir should also have safe ice and usually fishes quite well.
There are a few options around, no doubt!
