I was wondering the same thing a few months back. I talked to a ranger with BLM and he emailed me a map of the no shooting area surrounding Las Vegas. You can't shoot in anything marked as a conservation area and you can only shoot in the Lake Mead area if you have a tag for that unit, but not for yotes.
I was told I could go up to Coyote Springs a few miles north of Moapa. When I got there I passed the Clark county line and saw a huge sign that said "Your Public Lands"... except just past it, 30 feet from the highway, on each side, were smaller signs that said "Private Property, No Trespassing" The signs looked old and weathered so I'm not sure if they're still valid of if the larger "public lands" sign over rides them, but I do know at least one other hunter shared my disdain of finding the unfortunate signs because one of them had been blasted by a 12GA.
