The "best"? Well I guess that's subjective. IamSMF recommends the Asian market in chinatown for sushi grade, flash frozen anchovies. Those would be the "best" quality
Walmarts are the cheapest but they're also the lowest quality. They're usually stuck together and kind of messy. It seems that they might have been allowed to thaw somewhat during transport and get refrozen into a block.
Laker plaza is relatively expensive but the bait is of good quality.
Dry ice will set you back about $6 or so but it can't be beat for keeping bait frozen. Put the dry ice on top of the bait rather than under it. Unless you can put it under and over it.
