Hi CJ, welcome to Nevada BFT.
If you want to increase your chances of hooking up, I suggest bringing some anchovies and/or sardines with you on the first few trips. Chum the area you plan to fish with small pieces of bait to bring the stripers in and soak half and anchovy/sardine on a carolina rig or dropper loop (see sticky... anchovy vs. sardine). If you get a second rod permit, you can soak bait on one rig and throw lures with the other.
Topwater can be great when stripers are boiling, but it is pretty hit and miss if you don't know where the fish are.
Read through the stickies and older posts to get a feel for what works. Good luck and let us know how you do.
