Signing a petition won't do you a lot of good against a cop/ranger. (I'm not familiar with the situation at Mantua, but I have 17 years experience in law enforcement) If the officer is acting in a rude/surly/pushy manner when he contacts you, I'm sure his supervision would probably like to know.
If nothing more than venting on a public fishing forum happens, then most likely nothing will change.
If you take the time to find out who/where his supervisor is and take the time to meet him/her and have a calm, civil discussion of your concerns, I'm sure he/she would listen. If several people are complaining about this officer's conduct, I can not imagine his department would not do something.
If your complaint is only that the officer enforced "nitpicky" laws in your dealings with him, don't expect too much relief. If it's the manner in which he treats you while making contact, then you have a case.
