The DWR back when Powell was starving and it was said they should put gizzard shad in Powell we was told by the DWR that they would drain Powell...
But the shad are in there now I think [crazy] but Powell has not been drained yet...

Shad may not as you say live in any other lakes in Utah but Powell or Willard, so why not put them in a few other lakes??? If like you say "its just to cold" for them to live how can it hurt???
