there is nothing worng with catcing on the splash, Gotta love it,
you may have to add spinner blades to your presentation or change up your reeling tec. Try pausing or lifting your rod and letting your offering drop ect... Even try counting your winds by thousands to get a speed the is comfortable for the fish.
I use an open face so pacing my self comes fairly easy for me, there are lots of times when it dosnt matter how fast you go, the fish just dont want to play chase.
If they are hitting on the top of the water, that is great, it could mean they are just waiting for the woonded to drop, that is natural in the fishing world, Walleye are natorious for hitting on the drop...
