I'm torn on this issue. I have relatives in WI that are farmers which have streams running through their property. I look at every place I fish (from the boat) and see a disaster of litter which really pisses me off. If I owned the land I would personally allow others to come onto my land if they treated the property with respect and were not coming in droves. Personally I believe if you walk up or float down any stream it's your legal right as the state does own the water. Mandating that someone is allowed onto property to access it I don't think I would be to happy with and it would cause me to push for the legislation which was signed. After all they do own the property. Unfortunately I don't have any land that is private to fish or I'd let you guys go nuts as I know the violators of trash aren't on here, at least I'd sure hope their not.
