Here is something to think about. (Talk to your agent about specifics) And I am NOT an insurance salesman...
Liability insurance is a good idea no matter what. And for the boat you described it will be very cheap (I would guess $7.00 per month).
The issue is damage that you could cause to others and/or their property, including on the highway. My agent told me that the moment a boat becomes detached from your vehicle it is no longer covered by the policy on your truck/car. If it causes any damage, you will pay for it out of your pocket. On the water, any damage or injury your boat causes comes out of your pocket. Imagine the potential liability...
While it is unlikely, accidents do happen. I pay for the peace of mind. I highly recommend it.
