And you can Thank your friendly Twins Lakes Canal Company for that. The state can't step in. Personally I would like to see the state walk away from all their waters, and then deny them a permit to stock it themselves. They don't make a stand because they want to keep waters open for the angler- it's just time to bite the bullet though.
