Reason is, from the picture, it's hard to tell whether that's a baby or a mature fish. If a baby, then it's carrying parr marks. If an adult, the number of possibilities becomes more limited.
It's funny, too, how pictures of fish can affect things. I remember back in the 80s, when, in one year, the Michigan state record brown trout was broken twice. As it turns out, in both cases the fish were Atlantic salmon (Michigan had an aborted project to stock the Big Pond with Atlantics), and it was fishermen, seeing the photos, who identified them correctly.
Apparently, even Michigan's own fish biologists didn't recognize the Atlantics when they saw them---one of the reasons the project was dropped.
