With a single walled Alum. boat I would put a backer block on the inside for the screws to seat into. That will sandwich the Alum hull and prevent any leaking if you seal both plates with silicone sealer. Use a plate of the same stuff you are using on the outside.
The epoxy should have stuck. I would use a slower setting Epoxy if I was going that route again. Use some duct tape to hold it in place until the epoxy sets, even 24 hours if it needs it.
