Are you looking for saltwater fishing spots from land? Try these:
The pier at Keansburgh is pretty good, not sure if it is open all night.
The seawall/baot ramp at Barnegat, free and always open. Food and bait shop right there, the chinese place a block over makes great fried rice.
Sea wall at Manasquan inlet free and always open. Baitshop and food close by.
The fishing pier at Seaside Heights, also not sure if open all night. Food right there.
Island Beach State Park for surf fishing, you can also buy a pass to park your vehicle on the beach.
