Rough handling during gill net study at Jordanelle

I didnt see it, and am wondering why they were trying to stuff the smallies through the small hole? I dont understand the netting process, but what was the purpose of the netting? and who is in charge of these nettings? I would like to understand the process and get involved. I know that some nettings are done to survey predator / prey relationships, and fish populations, as well as to occasionally remove some fish. Were the participants biologists or just uneducated volunteers?
