Here's the process:
1st you need to go to the DMV and get the VIN to put on the sled and the paperwork for creating a new title, statement of ownership, and registering the VIN. Other things you'll need are printed photos from all 4 sides and any receipts you may have from the build. I spent $322 so that is what I claimed for the value.

3rd when you go back in the finish up the registration, they will do the VIN inspection, submit the info to create a title ($6) and complete the registration ($8.50). I was able to get the stickers at that time and the title will be mailed to me in about 3-4 weeks.
Note: if it's 4 pm and they are busy they will turn you away unless you have an appointment.
It started out as a snowmobile but after an hour of them trying to figure things out, I think it ended up a novel vehicle / snowdog.

If they are registering it as a "novel" vehicle. Then why are they giving you snowmobile stickers if it doesn't meet snowmobile requirements.

Maybe they are finally coming around to believing regardless of how you identify, if you were born a snowmobile you'll always be a snowmobile
