Do search for 'vermont wakeboat regulations' and you will find more info that I did not completely go through including hour presentation from regulation agency.  If I recall correctly there are 50% or more lakes that will have no wakeboat towing so should not be hard to enforce.     https://dec.vermont.gov/watershed/lakes-.../wakeboats
