Coming out of Willard south today, I tried to get a couple photos. And I think you are correct. It looked like they were clearing silt or mud out of the canal cuz today the bucket scoop was further down towards the main road.
Same thing we saw last year at this time, maybe they do it every year because it builds up in that area so much.
