Okay, here is my take on this. Believe it - or not. Your choice.
The Parks website covering ALL State Parks is most likely managed by somebody at Parks HQ. This is only a guess, but I would assume that it is updated periodically based on information available at HQ. Input from individual parks is less forthcoming and may, or may not, be available to the IT folks that manage the website.
I would also guess that State Park Managers have a certain amount of leeway and management authority to manage their own park and make minor changes to management policy for their park and their park alone. This may be where the Willard change in policy came from to include Weber County residents access to that park, and that park only. And again, I'm only guessing here.
As to the South Marina being open to Weber County residents and the North Marina being closed to them - well I, for one, would be VERY surprised if that were true. But I'm not curious enough to drive clear up to the North Marina to find out, or curious enough to call the Park and ask them and then wait for 1 to 5 days to get an answer. But if some of you Box Elder folks that use the North Marina want to chime in - please - let us know what you know.
