Barney is at it again at Mantua

There is a number to call at Mantua city hall about it but when I called they were not answering, you could leave a voicemail though. Since they were not answering, I just drove over there and talked to a lady there, that explained it. As I pointed out, why did they decide to start giving out $100 parking tickets on Christmas eve, it sounded like a scam because they knew there would be a lot of people there to generate more money for the city, because Barney was no longer there to make money for the town.
How many towns charge $100 for a parking ticket? I've never heard of that happening.
