stone reservoir bass and ducks?

With this cold and all these Utah waters freezing up, it is making me antsy to get outside. Just thinking about making a trip up to Stone to setup some decoys and wet a line. One part of water is open(steaming) year round? Correct me if I am remembering wrong. Just making sure of all the details before I make the 75 mile trip. Would love some feedback on the bass, and birds even though this is not a hunting forum haha.
