I am wondering where the best places to catch catfish around Boise are. I frequent Swan Falls, Celebration Park and Lake Lowell. Is there any good catfishing from the bank at lucky peak or arrowrock?

No cats in Lucky or Arrowrock. Anywhere along the Snake will have them, Swan Falls, down by Melba at Dan's Ferry there's a boat launch with a dock on the other side. You can try driving up ferry road and hitting the dirt road that goes along top of the river, there's some decent spots along there (some require a pretty good hike). In town I know they're in Parkcenter (never caught/tried there) and at Wilson Springs Beach's pond in Nampa (caught a few there).
If you really want to catch cats, Brownlee is your best bet. Its west of Weiser, a bit of a drive, but you'll consistently catch them.

The two ponds on Veterans Memorial Park also have some stocked on catfish there.
Check the attached photo for a good location
Its kind of weedy but its pretty good, decent amount of rainbow trouts too. good
