Help me pick a new setup

I have a few cheap rod/reel combos (think 25 or less) from Walmart/sporting goods stores, they were okay for pan fish and going fishing once a month.

With my desire to go out fishing more and looking to catch bass and trout, I feel it is time to upgrade my equipment for that goal. My budget is about $400, I'm hoping this covers everything for a beginning setup (Rod, reel, line, lures, bait, etc).

Please help me spend my money.

Cabelas has some new IM8 rods for $69.99 I love the feel and action of them. I would recommend something along those lines. IM7 or IM8 graphite. They have several brands so go down and play with them. Find the one that feels right to you. Same goes with reels. Get a good quality reel to go withy the rod. Also don't skimp on the line. Know what fish you are going after and then match the line. Also a good Ultralight is a must. They have some decent combos in those as well.

I ended up getting an Ugly Stick Elite 6'6" Med with a Daiwa Exceler 2500 with 8lb Trilene XT line. Picked up some crank bait, stick bait and spinner bait as well. Now to wait for the 2015 season to begin.
