I know we have alot of thoughtless anglers around here that will cut off thier tail and stinger and throw them back into the water defensless. Poor little guys. It looks like it is a ray of sorts, do you have a larger image or one that hasnt been edited down in size? you can post it as an attachment at 500 pixels wide. that kinda looks like a manta ray to me but need a larger photo to be sure... I would say a bat ray but they are common on the eastern coast of the pacific.
